为满足海外业务需求，需要在欧洲引进2家海外的专业专利服务机构（需具备欧洲地区合法执业资质，且总部核心办公机构位于欧洲或美国境内），提供海外专利咨询、申请、分析及预警等服务；具体业务包括：提供重点国家/地区技术或专利情报分析服务、海外专利申请相关服务、专利侵权风险分析及稳定性分析服务、全球专利管理策略等相关事务的咨询服务、其他知识产权服务。

To meet the needs of overseas business, it is necessary to introduce 2 overseas specialized patent service institutions (which must possess legal practice qualifications in the European region and have their core headquarters office located within Europe or the United States) to provide overseas patent consulting, application, analysis, and early-warning services. Specific services include: technology or patent intelligence analysis services for key countries/regions, overseas patent application-related services, patent infringement risk analysis and stability analysis services, consultation services on global patent management strategies and related matters, and other intellectual property services.

Qualification Requirements for Applicants:

1.乙方需具备欧洲地区合法执业资质，且总部核心办公机构位于欧洲或美国境内The Supplier shall hold valid professional qualifications for practicing in the European region, with its core headquarters office located within Europe or the United States.

需提供有效营业资质证明文件（如执业许可、工商登记证明等）及其他证明总部所在地的证 明材料The Supplier shall provide valid business qualification certificates (such as business licenses, business registration certificates, etc.) and other supporting materials to prove the location of its headquarters.

2.近五年内（2020年10月至 2025年10月），乙方或其关联公司任意一年曾入选以下任意一项排行榜：

(1)钱伯斯知识产权法律服务排行榜；

(2)IAM 1000；

(3)Europe’s Leading Patent Law Firm；

(4)IP Star知识产权服务排行榜；

(5)下列具有影响力的欧洲媒体 认证的知识产权法律服务机构：BBC（British Broadcasting Corporation）英国广播公司、 欧洲时报（European Times）、DW（Deutsche Welle）德国之声、WiWo （WirtschaftsWoche）德国经济周刊。

Within the past five years (October 2020 to October 2025), the supplier or its affiliates must have been included in at least one of the following rankings:

(1)Chambers Intellectual Property Law Service Rankings

(2)IAM 1000

(3)Europe’s Leading Patent Law Firm

(4)IP Star

(5)Intellectual property law service institutions certified by the following influential European media: BBC (British Broadcasting Corporation) European Times DW (Deutsche Welle) WiWo (WirtschaftsWoche);

3.乙方近五年内（2020年10月至 2025年10月）有2个汽车相关的专利侵权风险分析、稳定性分析或汽车相关技术/专利情报分析案例，或者为2个为汽车行业相关企业提供过专利布局策略服务的案例 Within the past five years (from October 2020 to October 2025),the Supplier shall have 2 or more cases related to automotive patent infringement risk analysis, stability analysis, or automotive-related technology/patent intelligence analysis; or shall have provided patent layout strategy services for 2 or more enterprises in the automotive industry.

需提供服务合同或其他证明文件（如，新闻等其他 公开可查询的信息） The Supplier can provide service contracts or other supporting documents (such as news reports or other publicly verifiable information) .

4.乙方拟为甲方提供服务的专项团队人数不少于 5 人，且需满足以下具体要求:

(1)团队成 员均需具备机械、新能源、通信技术等与汽车行业相关的技术专业背景；

(2)团队成员中至少包含 1 名 A 类人员与 1 名 B 类人员（具体参与人员类别划分标准请见该寻源公告的附件）；

(3)团队成员中至少 3 名人员，需同时具备所在国家（地区）执业资质，以及欧洲专利局 （EPO）或欧洲统一专利法院（UPC）执业资质；且至少1名成员具备德国境内执业资质；

(4)团队成员中至少1名人员可使用中文进行工作交流的员工；

(5)团队成员中至少1名人员具 备合伙人及以上职级。该职级成员需能够对内协调乙方资源，确保满足甲方服务过程中的资源支持需求；

The dedicated team that the Supplier intends to assign to provide services for the Chongqing Changan Automobile Co,. Ltd. shall consist of no fewer than 5 members, and must meet the following specific requirements:

(1)All team members shall have technical professional backgrounds relevant to the automotive industry, such as mechanical engineering, new energy, and communication technology.

(2)The team shall include at least 1 Category A member and 1 Category B member（The Sourcing Announcement will disclose the specific criteria regarding the classification of Category A, B, and C.

(3)At least 3 members of the team shall simultaneously hold both the practicing qualification of their country/region of practice and the practicing qualification of the European Patent Office (EPO) or the Unified Patent Court (UPC). Additionally, at least 1 member shall hold the practicing qualification within Germany.

(4)At least 1 member of the team shall be capable of conducting work communications in Chinese. (5)At least 1 member of the team shall hold a position of partner or above. This member shall be able to coordinate the Supplier’s internal resources to ensure the provision of resource support required by the Chongqing Changan Automobile Co,. Ltd. during the service period.

乙方需提供满足下列要求的承诺函，承诺函需加盖公章或负责人签字The Supplier shall provide a letter of commitment meeting the following requirements, which shall be sealed with its official stamp or signed by a responsible person.
